State govt introduces ‘Best Employee’ award to boost administrative efficiency

Bhubaneswar, June 2: In a bid to enhance administrative efficiency, the Odisha Government has decided to introduce a monthly “Best Employee” award across all departments. The move aims to recognize high-performing employees while holding negligent staff accountable.

The decision, taken in a meeting chaired by Development Commissioner Anu Garg, was communicated to all departments via a circular issued on May 28 by the Planning and Coordination Department. Departments will independently select the awardees based on six key parameters, including regular biometric attendance, quality file handling via OSWAS, drafting skills in Odia, and participation in i-GOT training.

Workload disparities among Assistant Section Officers (ASOs) and Section Officers (SOs) will be addressed, ensuring balanced file distribution. Departments are now required to monitor and report employee performance in detail.

To reduce delays, the government has streamlined the file movement process from six levels to three—ASO/SO, Under Secretary/Deputy Secretary, and finally, Joint Secretary/Additional Secretary—before reaching the Secretary.

The initiative is expected to incentivize better performance and speed up decision-making within the state administration.
